BUT Lott says that proponents of the bill still may have 60 votes for cloture:
The Republicans' top vote counter, Senate Minority Whip Trent Lott of Mississippi, predicted today that bill backers would get the 60 votes to bring the bill back next week, though he acknowledged the vote could be a squeaker."I think we're going to get it," Lott said. "But senators have a way of changing their minds and things tend to slide one way or the other."
